That is just the conservative sheep.

The neocons of the Strauss tradition, Cheney, Wolfowitz, Rice, Bennett, Murdoch, and Kristal et.al. believe that lies are important because their followers are too stupid to understand the "truth" and it is up to the elite to tell them what they want to hear while doing what the leaders think best.

Strauss explicitly stated that this sort of deception, or
noble lie, is commonplace and necessary for philosophers.
Public teaching is socially useful and easily accessible to
every reader while esoteric teaching "is meant to disclose
itself only to very carefully and well trained readers after
long and concentrated study." The motivation of esoteric
writing then is to protect the populace from dangerous ideas
and opinions.
