I know Tim has told me before but I wasn't sure I recalled his answer. It seems to me it had something to do with the fact that we've extended many of the rights of citizens to non-citizens and that this is just another category of non-citizens. Since Tim is unusually fastidious about the Constitution, I would be interested in his argument about why it's OK to compromise the rights of a citizen on behalf of a non-citizen. I'm not talking about basic human rights or natural law or any such, simply the Constitution.
