No. Spending mandated by law can be changed by changing the law. Congress has the power to change laws just as it has the power to fund or not fund government programs. Thus all spending is controlled by congress. (Yes the president can veto an appropriations bill or another law but congress can over ride, besides if you change the statement to "all spending is controlled by congress and the president" it still is at the discretion of those two branches of government.)
