here's what I think.

I think Bush's economic team, which is sub par imho, failed him miserably in making him think that we were at the throws of a depression-causing overcapacity bubble in 01. Based on this bad call Bush started spending like a drunken sailor. At the same time Bush's bad advisors missed the globalization labor problem which meant no jobs recovery (of any magnitude) would be forthcoming. These two bad economic calls left us with the largest deficit of all time, something that it will take years to recover from.
