Elroy,re:"didn't say what those conditions". My gut feeling is it will stay low for quite sometimes (2 to 10+years). Any spike is just to keep you honest and will back down. Really, we cannot afford to lose the war. It takes money, a lot of it to fight a 'generationS war'. It's foregone conclusion that Bush needs 'low interest rate' and will get it.
