Actually, I am pretty sure I know what he was implying.

Nevertheless, you are right. I think that it might be possible to see a Hitler, a Stalin or a Pol Pot appear in many, if not most, countries, given the context of a "Perfect Storm" of economic, social and cultural factors. Communism appears to me to be a system of political beliefs, however, that combines a priori many of the economic and social elements required for that Perfect Storm. This is why Communism is particularly vulnerable to a descent into a twilight nightmare of torture and murder.

I also believe, by the way, that the Anglo-Saxon parliamentary democracies are the least vulnerable to this kind of genocidal Perfect Storm. This is why the world owes a great debt to and still needs, regardless of all perceived transgressions, the USA, the UK and to a lesser extent, Canada, Australia and New Zealand.
