Jay,
Here is a close friend of mine's impression about China.
He has a multinational company in tech land and has been
dealing with leading European countries and US. He was born in India but got his PhD in US and worked for the big blue etc.

He is the in the process of exploring to set up something jointly.

Speaking of Xinxiang, one of my friends was recently decorated by the regional government as a top researcher along with several Australians and USians and received a hugh grant to continue his research in the area of biotech.
He is located close to Urumqi. He is also interested in setting up something along India-China axis. He has been approached by several business people. His assett, apart from his expertise in his field, is living there and already learned to speak language of that region.
