We were going to be the one's to enforce UN resolutions if it came to that. We made the determination that further inspections were useless, and that we did not want to wait until summer to attack. Saddam could have avoided this if he had not played too many games with the inspectors. Far from being a complete bungling, this has been a brilliant operation. It is nonsense to talk about the endgame, when any major commitment entails constant willingness to revise in the face of new problems. We do not have complete control over events, but must react as they unfold. Nevertheless, we have in mind clear enough goals, and are having some success in implementing them, and are trying to revise to get a better handle on the security situation........
