The onus of proof is on the person making the accusation.

Not when the person being accused has been proven to have lied and used deception in order to avoid telling the truth..

And that is CLEARLY what Saddam's regime did with regard to avoiding accounting for its WMDs according to the demands of the UN.

There are still over 6,000 WMD warheads missing in Iraq.. This is according to their OWN paperwork discovered in 1998 by UN inspectors.

Maybe they destroyed them. Maybe they shipped them somewhere else.. Maybe they buried them.. It doesn't matter.. What matters is that they remain unaccounted for.
