Saddam hadn't massed troops at any border since 1998 or so, it's true...he was a little constrained by the sanctions.

He was a little constrained? What about your claim that containment was breaking down? How much less constrained could he be? His army was in shambles; there weren't any spare parts. He wasn't making any military moves towards any country. That's about as successful a policy of containment as one can have.
