Bush is lying. He doesn't want them to have democracy. He is just blowing hot air again. Democracy would mean a Shiite takeover and a possible alliance with Iran. That's exactly the reason Bush Sr. did NOT invade Iraq. The father is much smarter and more honest than the son.
