Your probably right, I'd have to agree with much of what you say. Although, I don't think is an "empty suit". Problem here in Mass is that Kennedy holds the floor and you cannot get traction under his shadow. Frankly, I think he hasn't had to do all of the heavy lifting that Ted can or will.

Ted answers to nobody because of his name/stature. He has the old Irish belief: "What people think of me is none of my business" going for him. Ted also is very sharp -- but not "intellectual" like Jack could be. Ted misses very little (including meals) and takes little for granted despite his pull in Washington.

Comparatively, Kerry doesn't have the nerve that Teddy does (at least openly.) He's bright and pretty sincere/humble as far as politicians go, but you get the feeling when talking with him that he's never at home, settled in, comfortable. Like he decided a very long time ago he was going to be a Senator but now is just going through the motions. Its hard to explain but people see it and feel it.
