That's wrong.

The German Central Bank (Deutsche Bundesbank) exchanges old German Mark (Deutsche Mark, DM) coins and banknotes without any limit, no time limit, no amount limit.

Deutsche Mark (DM) is not currency any longer, so you cannot use it for payment, and you cannot use it at ordinary banks - only at the German Central Bank (Deutsche Bundesbank).
