Iraq had not been a "sovereign" country since 1990 - that is, if you think Chapter VII UN resolutions carry any weight. It had been a country on parole, bound to carry out its cease-fire agreements on pain of sanctions and renewed hostilities. It broke all its cease-fire agreements from day one.

That's why you're just winging it on this "sovereign country" stuff. But it's useless to argue with someone who will neither admit nor correct ignorance, but just repeats incorrect positions again and again.
