ELP produces some power, I think, but they are only partially privatized? 60% owned by the Govt?

The Govt sets the pricing they can charge, but somehow they got in a crunch by contracting to buy power at higher rates than the can charge from the likes of El Paso?

It was rather confusing for me, but maybe I didn't try hard enough to understand. I wonder if I need to get used to having govts as partners. That seems to be the model in many markets- ala STO and NHY.
