I went back and read it again. And once again. I think you're reading too much into it--a classic example of "seeing what we believe."

The author made the point that comments were limited at the time of publication. He reported what he had. He managed to find a positive reaction and he included it for balance. Perhaps his having to reach to find one accounted for there being only one civilian reaction among the official and quasi-official reactions. In my mind, there is a reasonable explanation for what you saw as bias. Not to say that there was no bias, only that the bias is not self-evident.

I take your point on the use of the word, spinning. That word can have an unattractive connotation. I tend to think of it as a synonym for "framing," which is IMO a reasonable and constructive thing, simply providing a context. I use them interchangeably, but that may be sloppy usage on my part. "Spinning" does involve suggesting an interpretation. I suppose whether you consider that a positive or a negative depends mostly on whether you trust the spinner or not. Although there is not anything inherently deceptive about "spinning," I would have been better had the author used "interpretation" or "reaction" or some such rather than "spin."
