In PA, the law states that absentee ballots may not be touched by anybody but the voter and the USPS. In Allegheny County, it was discovered that Democratic activists were collecting these ballots and hand delivering them to the county. When the issue was brought before the county election board, they voted to allow the practice on a partyline vote of 3/2, wanna guess which party voted in favor?
