Cute. You left out the word "programs". Was this an accidental slip on your part [if so, get a computer geek to show you how to "select" text] or did you get it from one of the lying liars? It's a heck of a note when people lie like dogs in order to justify an unwinnable war. And a mistake that involves dropping an important word shouldn't be used to justify the death of thousands.
So after correcting your misquote, if this is the best example you've got that the French "said that Iraq has WMDs", then you failed. First of all, the quote you've given is not about WMDs, but only about WMD programs. It was the programs that "the French" said were blocked or frozen, not the WMDs. So you can't use this as evidence that the French thought that WMDs existed, much less that WMDs actually did exist.
And you are simply wrong in your understanding of what "blocked" or "frozen" means. In many situations it is necessary to create an environment which blocks a thing whether it exists or not. This is quite common in engineering, but perhaps its outside your realm of ideas. Designs are typically frozen well before they are put into production so that there is time to find bugs which may or may not exist.
Let me produce a simpler example for you. When a company is forced into bankruptcy by a bankruptcy court, their assets are "frozen". This happens whether or not they have any assets, LOL.
Another example. Some fancy internet software "blocks" children from accessing porn sites. Suppose this software is installed on a computer. Does this prove that the child who lives in that house would otherwise be accessing porn? Heck no, it doesn't even prove that there is even a child in the house.
If I park my vehicle in certain places, I'll get a ticket for blocking fire engines. Does that mean that a fire engine wanted to park there? Heck no, it's just in case there is a fire.
So come on, show me that quote from the French saying that the Iraqis had WMDs in early 2003 (or even late 2002). This is your third try, how many more do I have to shoot down?
