There is another way around access if your isp doesn’t have a local number.

Get a onesuite.com account that allows you to access an 800 number for long distance at a cost of .029 per minute.

Configure a new dial up session so if you are in a hotel you can dial the 800 number and then open up the dial up connection and enter any long distance number (you can use your local ISP or one of the cheap or FREE ones). In a pinch the price at less that 3 cents/minute is reasonable. It is also a great way to save on long distance calls.
