Those were people that Saddam killed, and blamed on the United States and the UN. Saddam was using the cover of UN Sanctions to commit genocide against those who had opposed him. The problem with UN Sanctions, is that it aparently had no provision, to invade and remove Saddam - when he was killing hundreds of thousands.
