If Gore had chosen a better running mate he would have won. Graham for instance, or Kerry. Not many people admit it but Lieberman was a real drag on the ticket. He had zero charisma and was a fuddy-duddy.

Lieberman was a plus for the Democratic ticket. Some might argue that Lieberman has more charisma than Gore. He certainly has more than Cheney. Normally VP candidates do not add to the ticket. Both Cheney and Lieberman proved to be exceptions. Bush got a set of training wheels and Gore was able to signal his rejection of the Clinton sleaze factor. If he had only embraced the Clinton economy, many of us would now be posting on the "Impreach Al Gore" thread.
