I would concur (if I understand you correctly) that the US has failed to make Iraqi clan leaders responsible for the conduct of their members.

But remember that the majority of the attacks are occurring in the "sunni triangle".. That territory which has historically favored Saddam Hussein, as well as deriving the most benefit from that regime. So they obviously have the most to lose from the shift in political power to Kurds and Shiites. Thus, they will be the most tenacious with regard to opposing the authority of the CPA and Iraqi governing council.

Were I over there, I would be ambitiously scrutinizing those Iraqi intelligence files for evidence where one tribe informed on other tribes in order to obtain leverage to "win" their "cooperation".. Any means, including temporary "alliances" with them to encourage social order and accountability until some form of Federal Iraqi government can be consumated (if ever).
