Problem is there are kids with different 'disabilities' that the teachers have and those numbers aren't consistent throughout the state.

But there is a fairly even distribution of these type of kids overall. And the testing is set up to establish a base and then grade for improvement, rather than a fixed number.

The long and short of it is that nobody likes to have their work judged. And Teachers have never been graded for output. They sure hate it now.
