A registration record tells you the last lawful owner, big deal unless you want to disarm lawful owners, round them up and put them in jail like Hitler did. Thats what he used his gun registration records for. They won't catch someone until they show they world that they are stupid, and that is just how it should be. Fine. If stupid people are caught with guns they are flaunting or caught being stupid and having guns by the by, then they are exactly the people who should be supressed. I assume you are describing flaunting as brandishing or other illegal activities.
