Legislation has already been passed allowing

I believe the stockpile already ran out, late in 2002 or early in 2003, but I am trying to confirm it.

The DLA tranfered the last 467mt (15moz) to the mint in late 2000.
The mint made 8.8m SAEs in 2001 and 10.5m in 2002, so the silver should have run out in about September 2002.

Just found a reference from CPM Groups that said stockpile was gone as of late 2002
