Not true, the March 1938 law denied firearms to:

1) Gypsies or vagabonds;

2) persons known to be engaged in activities hostile to the state; (e.g. communists or anybody else you don't like)

Guns don't stop dictators

Maybe not when the dictator has the army and automatic weapons or semi-autos when the rest of the population is reduced to .22 long rifles. Won't be a fair fight but the goal isn't necessarily to win, but to cause enough casualties to make the tyrrany stop.
