Arafat definitely milking his people. Worse than that - there is no incentive for him to give any meaningful power even to a hand-picked PM. The possibility of someone trying to grab those billions is more meaningful to the Arafat crew than peace and prosperity. So long as he has willing apologists such as posters who blindly support him, then why jeopardize his fortune?
