Whatever plan Clinton left for Bush, good, bad or indifferent, it does NOT make up for the fact that Clinton piffled away numerous opportunities to take Osama bin Laden seriously as a threat and deal with him, most notably when the Sudanese authorities offered to hand him over and Clinton declined.
