Winning a medal has nothing to do with being a good president. Also the level of the award is purely politcal in nature.

Many heroes start out by getting involved in a mistake or doing a foolish act, that ends up being heroic in nature, as they correct their earlier poor judgement and try to save themselves and or their friends.
