I wrote a long time ago that Al Qaeda should be treated as a criminal mafia like organization. And this is what Bush II and Co. are doing. When was the last time you heard about an organized crime boss being jailed?

I would concur that terrorist groups very much resemble organized criminal organizations. They are involved in ellicit activities such as smuggling, drugs, prostitution, and general grift, in order to bankroll their operations.
However, the same thing can be said for many of the world's more brutal regimes, specifically Iraq, Iran, and a few others. Saddam's Baathist party, of which most were Sunni, were every bit a organized criminal organization, oppressing and brutalizing any rival ethnicities in the country.
But international police methods are often ineffective when such supranational terrorist groups attempt to threaten sovereign states, especially those with democratically elected governments.
But back on topic.. Was there a reason you brought up that topic about Dick Clarke's plan to disrupt Al-Qaeda after the USS Cole attack? After all, Clarke was kept on by Bush, so he got to see his plan carried out when the domestic and international political environment could no longer deny the Taliban's involvement with Al-Qaeda.
