Mr. Kerry's financial picture is far more precarious. His fund-raisers have rebelled against what some see as a lackluster campaign operation; it was their complaints that aides said helped lead to a staff shakeup this week. But even with a new campaign manager, Mr. Kerry's political troubles and performance in polls could make it more difficult for him to solicit donations successfully.

"Presidential money is momentum money," said Anita Dunn, a Democratic consultant who is not aligned with any of the campaigns. "And Howard Dean seems to have a monopoly on that this cycle."

While Dr. Dean is raising money from small donors — many contacted through the Internet — Mr. Kerry risks being labeled as another rich politician trying to buy his way into office.
Yet Mr. Kerry's fund-raising fell off in the third quarter of this year, when he raised about $4 million, which is about $1.9 million less than the previous quarter.

Dr. Dean's fund-raising shows no signs of slowing. The candidate raised $14.8 million in the third quarter, almost twice his second-quarter haul.

The Kerry campaign has been silent on what the senator will do, though he said last week that he was taking his cues from Dr. Dean.

"I've said all along I'm not going to disarm," Mr. Kerry said. "I've been up front and clear."
