Mulholland, whether the system is balkanized or not by the brokers, each one is an independent business. If they don't feel they are limiting their business in any way, than I guess they believe their business model works. Real estate brokerage is NOT a regulated public utility that owes specific levels of service to the public in general. It survives by providing specific services to specific clients, whether those be buyers or sellers.
