Thanks for the info. You have correctly pointed out the only two references to Hijab in Koran. The Islamic scholars can argue whatever they want, but not only there is no explicit call to cover the hair, the reasons for the dress code have been made clear and so long as they are met, the scholars have no leg to stand on. In both cases the aim is for women to dress modestly so as to avoid harassment and disrespect. As such the standard is whatever the modest dress code means to the society (how do they plan to enforce in the parts of the world where wearing such clothing could get you sick to death?)
