Hopefully you've noticed a slight difference in the support, both real and political, we received in 1991 and in 2003.

Hopefully you've noticed a slight difference in goals between kicking Saddam out of Kuwait and kicking him out of power in Iraq. The full context for the part of my post that you quoted is

" In 1991 the majority of the force was American, and that was after Iraq invaded Kuwait and with the limited mandate of getting Iraq out of Kuwait. If before the first war we announced plans to forcibly remove Saddam from power the invasion force would have been almost entirely American and maybe British then."
