All of Clinton's nominees got an up-down vote. You are wrongfully assuming that since Bush got 168 to 4, that somehow that ratio is suppossed to stand up and be constant in the future. That is naive thinking. Once the constitution's erosion has been accepted, and the minority who do not represent the majority of the people can overide the President's power routinely and its accepted, watch the shift in the numbers of rejections increase.
