The average is 3%, not 4%. The change varies by commodity. Some items are not changing at all. Some are changing by 4%. Many items we contract are changing by only 2% and some are not changing at all.

I don't know of any items that have a 14% rebate currently. Only the 17% items are dropping 4%. The 15% items are dropping 2%.

I was privy to this information the day before it was made public by the Chinese government due to some high level contacts (not that it made any difference for my company).
