Maybe Saddam was not the gasser. But the Kurds and the Iranians were considered enemies to Saddam.

As for which people were his people, that is a complex question for sure. If you consider the Iraq border to contain all of his people, then they were his people. As we know much of the middle east is tribal in nature, and the borders were often drawn up by Europeans and westerners after their wars and conquests. Some of those borders have survived in tact. But look at Afghanistan and all the war lords there. Often the control and the governments are tribal in nature in that region.
