Kent S. A secondary comes whenever "they" (collectively) want (and are legally permitted) to sell and when it is more advantageous for "them" to do than just dump their shares on the market or string out sales. ref. post 365 regarding speculation about possibility. It is usually announced between the time you have decided to sell your shares (or even buy more) but before you have a chance to contact your brokerage service -g-.
