Sorry, I should have said most obvious to me. I use tables whenever possible to control formatting since, in the long run, this approach is the most portable between different versions of Word and different printer drivers.

Make a table with the spacing you want (pretty intuitive).
Set the text direction (Format->Text Direction) to vertical on the bottom row of the table
Fill in the table.
