I wonder how many people actually take advantage of that. Judging by the number of discarded lottery tickets I see on the streets not many. Of course most or all of the small winnings are never reported to the IRS. So that probably evens it out.

Maybe I should be collecting discarded lottery tickets. I could sell them be the garbage bag full to the next lottery winner and they can try and use them as a tax write off...
