That definitely relates.
Qualcomm's decision to downband CDMA to 450 MHz and form a value chain around it, was, IMO, pretty sensible, although it has been, and still is, difficult to gauge the full potential of that maneuver. CDMA just happens to be well suited to those narrow chunks of NMT spectrum.
I have never felt that there was much potential for the GSM1X network solution. It does however occur to me that it might be applied in the case of 450MHz CDMA-PAMR, particularly if incumbent GSM operators elect to build out a CDMA RAN in 450 MHz allowing CN reuse and use of GSM services which are considerably more robust than ANSI-21 CDMA services.
Alternatively, no reason EDGE couldn't be downbanded to 450 MHz. GSM WCDMA, that requires minimum of 4.2 MHZ not including guard bands would be more difficult, and downbanding to 850 MHz for the Americas and Japan will certainly take priority as it's a bigger potential market.
