450 NMT is technically obsolete but the entire infrastructure is there already: Towers, masts, poles, and backhaul, all that needs an upgrade only.

One can put up a network without worrying about the costs and time for site acquisition and lease agreements, local government regulatory negotiations of permits RF planning can be done fast and effectively since the sites are already pinpointed in the maps.

Makes sense under the ROI perspective.
