They consider UN and red cross hits as homers. Turkey synagogue bombings and saudi bombings too. To commit such atrocities in the US invite retaliation they dont want to provoke just now. 9/11 occurred because they expected another clinton response of lobbing some missiles over at some baby milk factories. They may hope for a Dean admin to return to that mode of response. My guess is that they will be wrong again even if there is a Pres. Dean. mike
