Unclewest, no wonder the USA is having a hard time in Iraq, you've miscalculated. You need 10x as many troops.

The other 1 billion, 350 million are peace loving people.>

10% of the 150 million militants would be 15 million, not 1.5 million.

150,000 USA troops can perhaps manage 10x as many extremists, but probably not 15 million. So gear up and bring on 1.5 million troops.

Or, perhaps easier than that, recalculate the numbers so there are only 10,000 extremists, and revamp the United Nations into a real thing, a New United Nations.
