Fox News says that report was "raw intel". What that means is no one has corroborated it at all. No one has checked it out. And whoever leaked it is very irresponsible and has an agenda. Could be from anyone, anywhere, for any reason. And there are plenty of people with reasons to lie about this. For profit or for political reasons.

Just because someone writes something doesn't mean it's even 1% true. We'd need to see a lot more to believe any of this. It flies in the face of everything people have been saying, including the Bush administration which has admitted there's no linkage. Even Cheney has backed off his linkage statements, and he's the most hard-line anti-Saddam war monger in the WH.
