One of the barriers is not knowing when the last time was that someone logged in, only when they last posted. We have many valid lurker accounts.

Another huge barrier is that if I lock out an account, it's impossible for the owner to prove they're the owner. Per mutual agreement between me and InfoSpace, all personal contact info, especially email addresses, were purged from the database. So it doesn't do a lot of good for people to email saying they can't get in.
