No, increasing the armed forces by 2%, while preparing to undertake major conventional wars on the other side of the world is not better. It is far worse than the Clinton record. Clinton was responding to the apparent end of conventional war following the collapse of the Soviet Union, and his actions had Republican support, which you conveniently forget to mention.

edit: this will be my last post on the subject. In any case Bush is moving rapidly to remove Iraq from the political landscape in 2004 one way or another, so it will be the economy stupid again.
