Natural rights don't change with time.

No, but it takes time to get them recognized. Look at our ongoing progress on the rights of Women and minorities. When you go back to the "Federalist" times, you find that they recognized almost all the problems that culminated in the Civil war.

And "Natural Rights" is an artificial construct. Where do you get these "Rights?" Did some bearded old Jew in a white robe give them to you? You will find no bigger fan of Thomas Paine that me. But a good case can be made that "Natural Rights" was a 17th century philosophical error.

What you really have is you and the Universe, and what you can make of it.
