I have a friend who works in Early Intervention and she has been going into the homes of at risk babies for years to work with mothers on just these issues. She said it is amazing how little time the uneducated mother spends looking into her baby's eyes and talking to it.
She also did a brief missionary stint in Africa and said she found similar problems because the African woman ties the baby on her back where there is no eye contact or direct communication. It was a very novel idea to these women to actually TALK TO their babies.
