Bush inherited a surplus Yes we know. He also inherited the SSI lockbox. Since SSI's inception it has run a surplus and the politicians in their wisdom have locked it in their shoe box under their beds. As soon as Kerry is elected they will pull that money out from under the bed and life will be good. Your killing me!
